Every year, tens of thousands of Filipino and Indonesian workers pay huge, often illegal, employment agency fees to secure domestic worker jobs in Hong Kong. To pay these fees, workers borrow several month’s salary at high interest rates, leaving them trapped in a cycle of debt and unable to leave dangerous jobs.  This is forced labor.


Employers also fall victim to the broken recruitment system. When agencies illegally charge both employers and workers, they are incentivised to place workers who can pay fees, rather than those who are right for the job. When a worker leaves or is terminated, the agency profits off replacement workers. This leads to poor matches and broken contracts that are troublesome for the employer, devastating for the worker, but highly profitable for the agency.
